we have dpw who did the design for the area. we have them with the living classroom and maybe it was going to be in another area but it's going to be here at the port of san francisco and had the help of a number of agencies and the parks department and keeping as gorgeous and welcoming as it is. this part was not a park for long. originally this was supposed to be a terminal and imagine if we can containers stacked around here. instead we have a place for humans to come and enjoy, dogs to come and enjoy, the children come and learn about the natural habitat about one of the areas that is best weather wise and we are proud to reinvent ourselves and use our ability to make it all better. i would like to thank the mta with their vision and the blue green way on cargo lane and of course last but not least the park of rec and park and without them we wouldn't be here today having this great celebration and i hope you come back with your dogs, with your families and picnic and enjoy yourself very much so thank you again. this is what rec and park does very well with dpw with all of the capital leadership in the city that i got to work on with the city administrator. we need to take care of the infrastructure in many ways and we are loving our parks and why we want this great investment to continue and this is another small yet important addition.

i was wondering if dpw -- not dpw, it's mta that usually does traffic calming evaluations, is that correct? >> that is correct, supervisor. >> do you guys ever work in coordination with each other? >> yes, normally on something like this it would be reviewed by the mta and we would work with them to find the appropriate permitting to issue. we have to figure out in this case whether it was something that's going to be requested from mta or through the project sponsor. >> so i guess to the neighbor, i don't know if you -- did you request speed bumps or some kind of evaluation through mta? no, no, i'm not worried about them, the agency that actually does the evaluation, puts in the speed bumps, is mta, the metropolitan transportation authority. my question is did you apply for a speed bump through that program or a traffic calming evaluation? yes? >> so, supervisor cohen, instead of having this dialogue, we've closed public comment but i guess we could reopen and allow the gentleman to respond to your question. >> okay, sure. please come to the podium. >> sir, if you could come to the podium

dpw senior managers waived the nee on a new location but couldn't approve a refund. the claim was dean nied. michelle wu, the hearing officer, dpw, gave me the option to finish out the year at dolores park or choose a new location. many of the prime locations have been occupied over the years, and the new regulation doesn't require you to pay a $10,000 fee. do you think the city has given me back the money? and to this day, i still don't have a comparable location. mistakes happen and that's why i wasn't seeking additional damages. i just wanted the money back that i paid. i realize each of you are extremely busy. i know you have to choose which issues to get involved in. remember which issues you also ignore speak volumes of your character. i can only hope these things from a leader that you feel this is important in maintaining high ethics, that you see the importance of taking action for small businesses and that the city government wouldn't defraud me either by accident or on purpose. i believe in our leadership and morals, i know most of the time it's a matter o
